In our view, the rise in LMIA fraud is likely a result of the persistently high CRS scores in the Canadian Experience Class (CEC) category during Express Entry draws. In 2024, the lowest CRS score for a CEC draw was 509, compared to 431 in 2020 and scores typically ranging from 380 to 450 in 2021.
In 2021, the lowest CRS score was 75, which was part of a rare draw where Canada invited all workers with eligible Canadian work experience in response to pandemic-related delays and ongoing labor shortages.
