Should I report my manager to HR

Context, I work in a corporate vet clinic and I’m a veterinary assistant. I’ve been at this clinic for over 2 and a half years. For about a year and a half I’ve been picking up the slack of my shift leads (there’s 2) and being “pretend shift lead” (basically assistant manager of the clinic). Everyone depended on me, I trained new people for onboarding and trained them for surgery as well. Whenever the shift leads would call in and my practice manager wont show up (practice manager is basically general manager of the clinic) I was the one in charge. Mind you I got no raise to do any of this, I was kinda just thrown into this position. Every time I had a meeting with my PM she would say once a shift lead position opens I should go for it I’ll be perfect for it and she really played into the “pretend shift lead” thing and said I’ll be shift lead with no problem because of how much I’ve stepped up. About 2 months ago one of the shift leads stepped down, obviously there was a position open and everyone kinda assumed I was going to get promoted. Practice manager said she’s going to open up interviews for everyone that wants to try for the position can try for it. Everyone was saying no they weren’t going to do it, come to find out 3 people that I trained and have not been there for a year stepped up to interview. (1 being a regular veterinary assistant and 2 of them being licensed veterinary technicians). I interviewed and was told they’ll be a second interview with the higher ups. Interview went good, no problems at all. Long story short, hell broke loose at the clinic so they said they had to push promotions into the back burner until everything got settled. I began getting frustrated because I was still depended on when there were 3 other people interviewing for the position that did not step up once, just made me do all the work. A month ago my PM pulled me into a room and started degrading me for my burn out, frustration, lack of enthusiasm, and how I just seem so angry all the time. She was yelling at me and I lost it and told her I am burnt out, I’m doing things that im not getting paid to do, she treats me terribly, I’m tired, I have to go to therapy because I have a lot of personal life issues going on and I can’t catch a break at home or at work. I was a sobbing mess and told her I never brought it up because when I did she shot me down and I just kept it to myself, it turned into a screaming match because she denied ever giving me things that were out of my job description. She finally lightened up and said I was right and will start leaning towards the others that interviewed because they never stepped up and need to show that they can do it. Also she said this conversation will not affect anything about interviewing or sway her decision in who will get the position. Last week (on Monday) I asked her when secondary interviews will be she said she’ll let me know this week. On Tuesday morning she announced who got the position (it wasn’t me) in a team meeting, completely blind siding me after I asked the day prior about second interviews (which never took place). Later she pulled me into the room and said she wanted to give me some feedback as to why I didn’t get it, she said I check all the boxes to be a perfect shift lead but she didn’t think it’s right to give it to me because I have too much going on in my personal life and I have bad mental health right now and that I’m going to therapy. I started crying because she really just threw that in my face and then asked why I was crying over a job and that I don’t show any emotional maturity because I’m crying over a job. She said next time there’s a shift lead position she hopes I interview for it and for me to get my personal life together and I’ll for sure get it. Should I report her to HR for using my personal life against me to not get a job that I’ve been doing for years and not getting paid for?
